Yes, I highly recommend Audacity.
There’s also one called “Best Practice”:

…that’s specifically designed for changing the speed and pitch of audio. Agus ar fáil as Gaeilge!
You could use Audacity to record and then either Audacity or Best Practice to slow the recording down and adjust the pitch.
