I wouldn’t ever purport that this should be translated “make love”, but it seems to me that the very common phrase “bualadh craiceann” (which is usually translated “fuck”) really has a meaning that is much broader than both of those terms and can sometimes fall closer to the former than the latter. The temptation seems to think of it as a vulgar expression, but I am not sure if that’s almost a case of “reverse-Béarlachas”. A native could correct me here if it really is a fully offensive phrase, but I have heard it used much more innocuously, although I don’t know if those users were themselves incorrect.
