I don’t know if there will ever be apps created for these dictionaries, but the publishers have done a good job of providing mobile phone versions of their web interfaces. You can use your phone’s browser to access the original New English-Irish Dictionary (http://www.focloir.ie/) and the new Dictionary and Language Library (http://breis.focloir.ie/en) and they work quite well, at least on newer phones with modern browsers.
There is also this text on the new site: “The site is being developed in phases, and as part of the on-going development the search functions in the two dictionaries will be enhanced, and the coverage of grammar and sound files will be increased, on a continual basis. It is also our intention to provide a free downloadable version of the grammar database for those interested in such a facility.” It is possible that this downloadable grammar database will work on modern smart phones.
