A book I’d recommend is Buntús Cainte, which you can order from Daltaí. Is maith liom Buntús, it’s a nice alternative to something heavy like Learning Irish.

Yes, I highly recommend Audacity.

There’s also one called “Best Practice”:

…that’s specifically designed for changing the speed and pitch of audio. Agus ar fáil as Gaeilge!

You could use Audacity to record and then either Audacity or Best Practice to slow the recording down and adjust the pitch.
